Beaches
  • PROTECTION OF ENDANGERED SPECIES IN THE TOWN OF EAST HAMPTON
    It is prohibited in the Town of East Hampton to disturb or endanger in any way the bird protection areas on the beaches. The following endangered species are protected by New York State law from any harassments: common tern, least tern, roseate tern, and piping plovers. Other endangered plants are also protected by New York State Laws. The piping plover and roseate tern is also protected under the Endangered Species Act (Federal law). Defacing or the removing of wildlife signs will result in a penalty up to $250.
  • MASS GATHERINGS
    The Trustees require a written letter of request for any event on the beach that includes 50 people or more. The letter should indicate the place, date, time of event, the number of people and importantly, whether the event plans to install structures such as a tent, dance platform on the beach during the event. The Town of East Hampton also requires a mass gathering permit for any event on the beach that includes 50 people or more. Mass gathering permits may be obtained from the Office of the Town Clerk at 159 Pantigo Lane, East Hampton. Town and Village beach parking permits should also be obtained at the Town Clerk's office.
  • BEACH VEHICLE PERMITS
    East Hampton resident beach vehicle permits are available at the Town Clerk's office to residents at no cost; non-residents must pay an annual fee. Applicants must have a valid driver's license and proof of liability insurance; also a current vehicle registration and inspection sticker. They must carry a towrope or chain, jack and spare tire. The permit must be displayed on the back bumper of vehicle. Permits are valid on the beaches of East Hampton Town outside of the State Parks, County Parks and the Villages of East Hampton and Sag Harbor. A copy of the rules and regulations for beach driving is available at the Town Clerk's office.
  • BEACHING OF SMALL BOATS
    Small unpowered vessels, such as canoes, tenders, sailfish, hobie cats, etc.. may be placed on any Trustee beach from April 15th to November 1st of each year with the following conditions: a) boat shall not impede the public in transit to the water or along the beach; b) boat must be completely out of the water at high tide and be properly secured; c) BOATS SHALL NOT BE PLACED ON BEACH GRASS OR ANY VEGETATION ON THE BEACH; d) boat shall not be placed on any designated bathing beach. If boat is left on the beach after November 1st, it will be placed in a designated impound area within the Town of East Hampton and a fee in the amount of $200.00 per boat will be charged for release of said boat. Boat owner to contact Trustee office to make arrangements to pay fee and have boat released.
    NOTE: In 2008, beaching of small boats on Louse Point (Accabonac Harbor) and Settlers Landing (Three Mile Harbor) is by permit only. A lottery will be held March 1st to select the 2008 permits.     - $100.00 per boat. Limit one per person.
  • SAND FENCE PERMITS
    A Trustee Sand Fence Permit Application must be submitted for installation of all fencing on Trustee beaches. Property owners are responsible for removal of damaged fencing and upon the end of the permit period. Erosion control sand fences installed on ocean-beach properties must be removed by March 15th.

  • BULKHEADS
    Bulkheads are not permitted except in cases of direct danger to structures on property. Replacement behind an existing bulkhead is generally permitted. Application should be submitted to the Trustees and to pertinent Town agencies.

    Fees: $50.00 for the first application and $25.00 for each renewal.

  • Bottom Lands And Intertidal Zones
  • DREDGING
    Maintenance dredging is generally permitted. Application must be submitted to the Trustees and other pertinant agencies. The proposed project may not be undertaken without obtaining a Trustee permit first.

    Dredge material fee- $3.50 per yard; $150.00 minimum.
  • DOCKS
    As per Trustee resolution #22 of 1984, the Trustees adopted a policy prohibiting the construction of any new piers or docks, fixed or floating, in the following bodies of water within their jurisdiction: Accabonac Harbor, Georgica Pond, Georgica Cove, Hands Creek (Three Mile Harbor), Hook Pond, Napeague Harbor, Northwest Creek, and Wainscott Pond.

    On December 8, 1987, said resolution was amended by resolution #157 to include Hog Creek, and that portion of Three Mile Harbor lying south of the line extending from the northeast corner of Suffolk County Tax Map Parcel #300-92-6-1 (on the west side of Three Mile Harbor) eastward to the northwest corner of Suffolk County Tax Map Parcel #300-94-6-1 (on the east side of Three Mile Harbor at the south end of Will Curl Highway). Only replacement in kind and in place shall be permitted for marinas lying south of the said line in Three Mile Harbor. By resolution #46/91 an amendment to the Three Mile Harbor dock policy was altered to allow for extensions to existing docks in circumstances where the public will not be impeded, and there will be a minimal effect on the environment.

    Application must be submitted to the Trustees for all dock repair or replacement. Proposed projects must not be undertaken without first obtaining a Trustee permit. Applications must also be submitted to pertinent agencies.

    Fees: $50.00 for the first dock application and $25.00 for each renewal.
  • ANNUAL DOCK AGREEMENTS
    Dock agreements are issued on a yearly basis to all dock owners. These are docks that were grand-fathered when resolution #22/84 went into effect.

    2007 Inspection Fees:
    Private- $1.50 per linear foot.
    Commercial- $2.00 per linear foot.
    Minimum- $20.00

  • Duck Blinds
  • DUCK BLINDS
    A Trustee Duck Blind Permit Application must be submitted with the following:
    a) an updated copy of driver's license and b) proof of residency (if local address is not on driver's license).
    Fee- $20.00 per blind.

    Requirements: 1) All duck blinds must be removed between April 1st and October 15th of each year; 2) All duck blinds, stake or floater, must be identified with name and address of the owner; 3) All duck blinds, stake or floater, must be located no less than 500' apart and have no dwelling, house, public structure, livestock or person within 500' of the prospective line of discharge.
    4) All duck blinds must be in by opening day of puddle duck season and remain in their permitted location, or the permit will be revoked.

  • Fish Traps And Shellfish Permits
  • FISH TRAPS
    A Trustee Fish Trap Permit Application must be submitted with the following:
    a) an updated copy of driver's license and b) a map indicating location of fish trap.

    Fee- $20.00 per fish trap.
  • SHELLFISH PERMITS
    A permit is required for the taking of any shellfish or shellfish predators for any person twelve (12) years or over who is a resident or taxpayer. There are two (2) types of annual permits: a) a personal (non-commercial) permit shall entitle the holder to take shellfish or shellfish predators for the sole use of the individual permit holder and his family; b) a commercial permit shall entitle the holder to take shellfish or shellfish predators for use by others. No person may hold a commercial and personal permit at any one time. Permits may be obtained at the Town Clerk's office.

  • Lazy Point Leases
  • LAZY POINT LEASE
    The Trustees own land at Lazy Point and lease slightly more than 60 lots. Leases are issued in March of each year. A copy of an "Environmental Certificate With Representatives, Covenants and Warranties" will be included with said lease. Both the lease and the certificate must be notarized submitted with payment to the Trustee office.


    Fee: $450.00 per lot.

  • Moorings
  • GENERAL INFORMATION
    All motor boats under 25' and sailboats under 20' may moor in the following areas: Accabonac Harbor, Georgica Pond, Napeague Harbor, Northwest Creek, Three Mile Harbor (outside the designated areas reserved for boats over 25'). All motor boats over 25' and sailboats over 20' are to be moored in the Large Boat Mooring Area in Three Mile Harbor. No person shall anchor a boat for more than four (4) hours at night in Trustee waters except in the designated overnight anchoring zone in Three Mile Harbor.

    A Trustee mooring permit application must be submitted with the following:
    a) an updated copy of driver's license; b) an updated boat registration; documentation or bill of sale (for boats 15' or less) and c) the appropriate fee due. All documentation must be in the name of the applicant for the mooring. Any permit issued by the Trustees shall be for the exclusive use of the permit holder of a specific vessel therein stated and such permit shall not be transferable to another person, or to another space, or to another vessel.

    Boat owners will provide their own mooring equipment (anchor, chain, rope & buoy). All boats and mooring equipment are to be removed from Trustee waters by December 1st of each year (with the exception of commercial fishing boats). Mooring permit applications are mailed out in December/January to all those who have renewed their permits on an annual basis.

    In addition to providing for seasonal moorings, the Trustees provide a limited number of moorings for the use of transient vessels visiting Three Mile Harbor. The East Hampton Town Harbor Master manages the day to day use of these moorings. These transient moorings are installed by to Memorial Day.     Residents- $7.75 per foot of overall boat length
    Non-Residents- $15.50 per foot of overall boat length
    Commercial- Fee waived for 1st boat, $15.00 for 2nd boat (Commercial License required).
    Inspection Fee- $50.00 for all vessels in the Large Boat Mooring Area of Three Mile Harbor.
    Transient Mooring Fee- $75.00 per night, per vessel.

  • GENERAL ROAD INFO
    The following roads are under Trustee jurisdiction. Note that many Trustee-owned parcels are scattered throughout the Town and Village and are not listed below. A further definition of East Hampton Town Trustee properties is in the Dongan Patent.


    Old Two Holes of Water; Buckskill Road (section); Edwards Hole Road; Edwards Hole Road; Edwards Hole road (north section); Wainscott-Northwest Road (north section); Six Pole Highway; Ancient Highway; Old Sag Harbor Road; Barnes Road; Crooked Highway; Two Rod Highway (section); Blind Highway; Middle Highway (between Springy Banks Road & Hands Creek Road); Middle Highway (south of Stephen Hands Path); Middle Highway (Hump Path);Cross Highway to Northwest Road (Midland Highway or Grassy Hollow Road); Old Montauk Highway; Lazy Point Road (section); Napeague Beach (trail connection) and Pass Road (Passing Road).
  • ACCESS EASEMENTS
    Access easements on Trustee owned roads are only permitted in cases where no other access is possible. When granted access, Trustee roads are to be graded to private road standards and maintained by lot holders. Roads are to be maintained in as natural a state as possible. In completely unopened roads, the Trustees and the Director of Natural Resources will inspect the roadway before the trees are felled or the vegetation is disturbed. The maximum cleared width will be 22 feet, as per private road standards. All applicants are required to furnish, at their own expense, a current survey of the Trustee road where the access is to be granted.
